I tried the following -

$ img2pdf --output sample.pdf etprime-same-issues.jpg

$ mediainfo sample.pdf 
General
Complete name                            : sample.pdf
Format                                   : PDF
Format version                           : 1.3
File size                                : 15.0 KiB

Text
Format                                   : PDF

$ img2pdf --version
img2pdf 0.3.3

I am looking for img2pdf to create 1.4 pdf files.

The reason of having an updated version is that many document sharing sites reject any pdf less than 1.4 . I tried a bunch of them and they rejected the pdf if it was 1.3 but were ok with pdfs's with version 1.4 and above.

Then these document sharing sites are buggy. If their software can read pdf 1.4 then they can also read pdf 1.3.
